JOB DESCRIPTION

The role of the Chief Development Officer (CDO) is critical at the corporate level, responsible for shaping and managing the overall service delivery strategy and operational execution. This involves designing the delivery organization, building high-performing teams, and ensuring the delivery of valuable services and solutions that exceed customer expectations.
As the top strategic advisor to the CEO, the CDO ensures that the company's strategic vision is effectively communicated and implemented through the Service Delivery Departments (SDDs). The CDO supervises SDD Heads and Managers, monitors the execution of operational strategies, measures results, and reports directly to the CEO/Board. Additionally, the CDO provides ongoing recommendations to improve company operations and guide strategic direction.

JOB REQUIREMENT

A degree in Information Technology, Information Management Systems, or a related field.
An MBA or equivalent Master's degree is preferred.
Comprehensive knowledge of portfolio management (PMI standard).
Awareness of project management frameworks (PMBOK, CMMI).
Understanding of software development methodologies (Agile, Scrum, RUP, Waterfall).
Marketing & B2B sales experience is highly desirable.
Understanding of corporate finance fundamentals.
Familiarity with ISO 250nn, ISO 9001: 2008, ISO 27001: 2005, ITIL, BABOK, CTFL, Balanced Scorecard.
Strong leadership and influencing skills.
Excellent problem-solving, decision-making, and critical thinking abilities.
Strong communication, negotiation, coaching, and consulting skills.
Proficiency in time management, planning, and delegation.
English proficiency equivalent to TOEIC 800+, IELTS 6.5+, or CEFR level B2 and above.
Computer skills: MS Office, OpenOffice, Mindmap, Trello, Basecamp, Pivotal Tracker, Mavenlink, Jira, Mantis.
Over 15 years of experience in software development projects.
Over 10 years of experience in managing software development projects.
Ability to build trust with both customers and internal teams.
Strong capability in supervising multiple concurrent projects.
Highly collaborative, proactive, and solution-oriented.
Positive attitude, responsible, and adaptable to the company culture.
Strong commitment to continuous improvement and innovation.
Full compliance with company regulations, especially regarding information security and discipline.
